Background: August 1998, the Soviets have landed a force of 36,000 men
in Egypt. The Sixth Fleet was pulled out of position and redeployed
to the Caribbean to counter Cuban military moves and is now rushing
back to the Mediterranean. NATO cannot formulate a united response,
while Soviet diplomatic moves in the UN block U.S. efforts to rally
world opposition. Greece and Turkey have already decided not to
interfere, while Italy is sitting on the fence. Libya has allied
itself with the Soviets and is providing direct military and political
support to the Soviets. Elements of the Egyptian military have pledged
their allegiance to the Soviets and are operating in support of the
Soviet force. To date, the only American offensive action have been
attacks on the Soviet lines of communication by Pegasus and Cushing
    class Hydrofoils.

Blue orders: Your primary targets are the Soviet bases in Egypt. The
airfield and port facilities at these bases must be destroyed.
Secondary targets are Soviet convoys traveling through the Aegean and
Eastern Mediterranean. Severing the Soviet supply line will allow us
to strangle the Soviet ground force.

Intelligence: Several Soviet ASW groups are conducting independent
operations in the Eastern Med. and have sunk or damaged several of
our SSNs. The main Soviet surface action group is centered on a
Kiev class carrier, supported by several CGs and DDGs. We believe
there are ten(10) Soviet submarines operating throughout the
Mediterranean. You can expect several of these to be SSGNs. The
primary Libyan threat appears to be attack aircraft operating
from their main airbases. You should expect a serious air threat
from Soviet Air Force aircraft operating from Egypt. The last
satellite pass showed two (2) Soviet convoys in the Eastern Med.,
heading south. A final note, at 0700Z the Italian government informed
the Secretary of State all U.S. military aircraft and ships entering
Italian territorial waters or landing in Italy would be "impounded for
customs inspection." You should not expect any help from the Italians.

Red orders: The Sixth Fleet carriers are your target. You have
operational control of all available Libyan and Egyptian units. I
caution you to provide adequate protection for our convoys enroute to
Egypt. I need those supplies for my army.

Best Regards

Comrade General N. V. Bonapov
Commander Soviet Southwest Asian Command

Intelligence: The first engagement with the American battle group has
been very successful. American loses are reported to be 1 Ticonderoga
class cruiser and 1 aircraft carrier sunk. Headquarters reports only
1 American submarine is present in the Mediterranean. The remaining
carrier conducted unsuccessful air strikes against Libyan radar
positions early this morning. The Libyan command reports the American
battle group is continuing to move east at high speed. The last
confirmed position of the American group was 220 Km east of Gibraltar.
During the night, American missile cutters sank a merchant ship and
damaged another, in attacks north of Crete.
