Focus: North Africa
by Tom Dungan

SCENARIO SET NOTES:

This is a set of 6 scenarios focusing on North Africa. Egypt, Libya,
Tunisia, Algeria, Morocco, Israel, Europe, and the US all have different
agendas and interests in this region - often conflicting. While this
area is currently quiet, there is the potential for confrontation.
Any of the North African governments could change drastically within
the next 5 to 10 years. Most of these scenarios assume that such things
have happened.

Most of the scenarios are small. If you are looking for multi-CV
battles, this is probably the wrong group of scenarios for you. All
of the scenarios are quite short in game time, and most can be played
in a single sitting.

*All scenarios may be played from EITHER side. However, the RED side is
the decided underdog in almost every scenario. No built-in play balance
is implied; these scenarios reflect real-world OOB's in possible real-
world situations.

*All scenarios were written under the HDS1-series MEDC battleset,
except for #6, which was written with the EC2000-series MEDC battleset.

*In the HDS1-series scenarios, the database does not include enough
correct aircraft models to allow 100%-accurate modelling of OOB's.
Loadouts for the models that do exist have been tailored to achieve
functional equivalance. For this reason, avoid changing loadouts to
a higher "tech" level. Example: Changing AS.30 PGM loadout to JDAM.

*All scenarios except #6 were playtested under Harpoon Classic ONLY. #6
was tested under HC97.

SCENARIO DESCRIPTIONS:

1. Neighbors: Libya vs. Egypt
Size: Very small
Several of these scenarios revolve around the possibility of Egypt's
government falling to the pressure of Islamic Fundamentalism. In this
scenario, Libya attempts to smuggle arms and supplies to Socialist
sympathizers within Egypt. The upheaval within the Egyptian government
provides a perfect opportunity to advance the cause of pan-Arab
socialism.

2. Big Brothers: France/Tunisia vs. Libya
Size: Small
Libya has been actively backing a rebellion in Tunisia. Rebels, assisted
by Libyan forces, have taken control of some areas of the country.
France, bound by treaty to defend Tunisia, sends a CVBG to straighten
things out....

3. Old Enemies: Israel vs. Egypt
Size: Small
True peace between Israel and Egypt may be impossible, but the great,
courageous initiative of Anwar Sadat has stood for 20 years. President
Mubarak has continued this initiative as best as possible, given the
Egyptian interest in the Palestinian situation. One assassin's bullet
could change the Egyptian view. In this scenario, the Egyptian
government has fallen to radical Islamic fundamentalism, and has
obviously backed down from the Camp David accords. Israel launches a
pre-emptive strike at the Egyptian Navy before it can be used for
war.

4. Come Alone: Spain vs. Morocco
Size: Small
Morocco has long contested Spanish possession of the Canary Islands
and two enclaves on the North African coast, Ceuta and Melilla. The
possibility of attack upon these areas is a major concern in
Spanish military planning. In this scenario, the current monarchy in
Morocco has been deposed by....you guessed it....Islamic Fundamentalists.
The new government is far more agressive when making claims against
the Spanish possessions, and is backed by other Arab countries,
including now-friendly Algeria.

5. Bring Friends: EC vs. Morocco/Algeria
Size: Medium
A continuation of #4. In this scenario, Spain has regained control of
the Canary Islands, but not Ceuta and Melilla. The EC has joined with
Spain to demand the return of the enclaves, and military action is
imminent. The US is on the sidelines, due to having base and/or RDF
staging agreements with both Spain and Morocco.

6. Hopeless Odds? : Egypt vs. Coalition
Size: Medium
In this scenario, the Egyptian government has fallen (again....).
Western opinion is harsh on human rights abuses under the new
regime. Sanctions are laid on Egypt, which responds by closing
the Suez Canal. Attacks on ships within the canal provoke a
military response by the US-led Coalition.
